Eddie Johnson oversaw the 2010 shootings of Ontario Billups, William Hope Jr., and Garfield King -- all young black men who were unarmed or fleeing.
Following the fatal shootings, none of the officers were moved off the squad or off the street.

The vast majority of civilian complaints do not yield any discipline for the accused officer. When complaints are filed by other cops, discipline is much more likely.
