here's the new rule in diagram form --
if you're making more than $25M and less than $100M in Canada, you choose how to spend your 15% as long as you spend it in Canada.
if you're making more than $100M in Canada, 30% has to go to working with Canadian media producers (either in terms of licensing existing Canadian content or coproducing new content locally), 30% has to go into local French-language content, they recommend 2% go into minority-language programming, and you have the option of contributing funds to, like, local broadcasting if you want.
