#LCRAnnualReview | Liverpool’s North Docks are the focus of the region’s emerging Mayoral Development Corporation (MDC), opening a major opportunity for regeneration. Backed by £15m from the Combined Authority, Everton’s new waterfront venue, the Hill Dickinson Stadium, is a key catalyst to transform the former industrial dockland, helping to drive more than £650m of wider investment across nearby neighbourhoods. The proposed MDC will accelerate the delivery of new homes and commercial development, with Liverpool City Council identifying capacity for more than 17,000 homes and 5 million sq ft of commercial space, over the next 15 years. Priority areas include Liverpool Waters, Ten Streets, Pall Mall, Pumpfields and the Kings development, supporting a stronger urban identity for the city’s northern fringe. The Liverpool City Region Combined Authority is working to establish a locally led MDC with Liverpool City Council, using powers to assemble land, deliver infrastructure and apply flexible financial tools. The programme will improve links between the Commercial District and the waterfront through enhanced public realm, cultural destinations and high-quality mixed-use development. #LCRAnnualReview | We’re determined to make Liverpool City Region the best place to grow up, grow a family and grow a business – and that means investing in projects that make a real difference to communities, the economy and jobs. In Knowsley, we backed the creation of the Shakespeare North Playhouse with £11m - along with a further £8m to improve public transport in Prescot. Opened in July 2022, the venue is boosting the economy by millions of pounds each year, while supporting jobs and becoming a cornerstone of the city region’s visitor economy. A new independent report published in March shows the Shakespeare North Playhouse is already making a transformative contribution to the Liverpool City Region’s economy, culture and international profile. It now attracts an average of around 100,000 visitors a year, generating £12.4m in annual visitor expenditure across the City Region. This includes both onsite and offsite spending, helping to sustain local businesses and boost the wider visitor economy. The evaluation also revealed the venue had delivered 70 full-time equivalent (FTE) direct jobs - exceeding the original target of 39 – and a further 60 off-site jobs supported across the city region through visitor spending. #DevolutionDelivers

#LCRAnnualReview | It’s been a landmark year of delivery and evolution at the Liverpool City Region Combined Authority. We’ve gained new devolution powers and a £1.5bn multi-year Integrated Settlement giving local leaders greater control over how funds are invested in transport, housing, skills, regeneration, net zero and inclusive growth. We published a new 10-year Liverpool City Region Growth Plan to boost the £43.3bn local economy by £10bn over the next decade. And we launched a new £2bn investment fund to accelerate regeneration, while securing £700m to support new social and affordable housing and £1.6bn to transform the city region’s transport network. Tap and Go was introduced on Merseyrail, around 36,000 learners were supported by our £79m Adult Skills Fund and the first new Mersey Ferry in 60 years took to the water. History made in Makueni! 🇰🇪🤰 Gov @GvnMutula and @vitaminangels Founder Howard B. Schiffer have flagged off 7,200 bottles of Multiple Micronutrient Supplements (MMS). #DevolutionDelivers for Knowsley Knowsley’s Bowring Park and Golf Course in Huyton now offers more than one type of green after it encouraged rewilding with native plants and created new natural habitats to improve biodiversity. Last year its ‘Grow: The Sustainability Campus’ was named the Sustainable Project of the Year at the prestigious Golf Environment Awards. The site has even off-set carbon from the nearby motorway using sensors and provided green skills training for the local community and businesses.

#DevolutionDelivers for Knowsley Kirkby’s £80m fully accessible Headbolt Lane station was the second new station to be opened in the Liverpool City Region served by the battery-powered trains from our new publicly owned fleet. The new station not only allowed Kirkby residents easier access to the Merseyrail network but also offered cycle parking and links to active travel networks. Liverpool City Region's Walking and Cycling Commissioner, Simon O'Brien, checked out the active travel measures for himself.

#DevolutionDelivers for Sefton | Our Community Environment Fund has supported nearly a hundred grassroots projects to help combat climate change. One of them was the Young Green Briton Challenge where pupils from five Liverpool City Region schools contended their innovative ideas to help the environment. But it was a group of pupils from Kings Leadership Academy Hawthornes in Bootle who took the national crown in the competition, beating 45 schools from across the country with their invention - BouncePadz.

A-level students from Carmel College in St Helens were at the cutting edge of surgical training when they became the first young people to graduate from LCR Ignite. £1m in devolved funding from the City Region’s Life Sciences Innovation Zone Programme, matched by St Helens-based Inovus Medical, allowed them to train the young people using their pioneering surgical simulation training technology.

#Blog: "A new era for buses in the Liverpool City Region" @LCRMayor Steve Rotheram reflects on the monumental changes coming to our city region, which will soon see it become only the second area outside of London to take back public control of buses. He writes in our new Substack post: "Nearly 400,000 journeys are taken by bus in our area every single day. They’re how people get to work, to school, to hospital appointments, to see family and friends – or simply to visit some of the wonderful attractions across the whole city region. "But for too long, too many people have been let down by a system that put shareholders before passengers. "For more than 40 years, buses have been run without public accountability - services turning up late or not turning up at all; fares rising year after year; routes being cut with no thought for the communities left isolated as a result. "People have felt they had no voice and no control. I understand that frustration – but all of that is about to change. "By appointing Stagecoach and Go-Ahead to operate our first franchised services in St Helens and the Wirral, we are beginning the most significant transformation of public transport in a generation." #DevolutionDelivers - for St Helens. Since May 2017, St Helens has been part of a Mayoral Combined Authority for the Liverpool City Region, along with Halton, Knowsley, Liverpool, Sefton and Wirral. As a Mayoral Combined Authority, we use powers and funding devolved to the region from Government to grow our economy so that all our residents feel the benefit. We’re investing in improving our transport system, creating jobs and ensuring people have the skills they need to get them, building homes, tackling homelessness and combating the climate crisis. In recognition of our track record of delivery, from April 2026 the Combined Authority will receive the bulk of its funding in an Integrated Settlement from Government, bringing greater powers and flexibility. To celebrate this new stage of devolution, we’re looking at what devolution has achieved in all six of the Combined Authority’s constituent local authorities, beginning with St Helens.
