Apparently didn't call 811 (DigAlert), Crude cut in the sidewalk concrete, dirt strew all over, one single traffic cone- Does this look a jobsite run by a responsible OSHA compliant contractor, or a subcontractor that is lowballing by hiring illegals to do the work? I'd bet good money on the latter.
