No it isn't. See the flood control systems on the lower River Ouse at St Ives and Earith. In St Ives 6 of 7 flood gates are now inoperative. Brownshill sluice is broken and the New and Old Bedford rivers (built in the 1600s to channel floodwater away) are not adequately dredged.

River level at Earith rose very quickly to the winter draw mark for the sluice. Water entering the washes at a fair rate I would guess.

That's right. In fact, the Washes actually start at Earith, which is in the Cambridgeshire parish of Bluntisham where Sayers grew up. Her father was the rector and a bell-ringing enthusiast, although the church of Fenchurch St Paul is not based on Bluntisham church, and the book is set over the border in Lincolnshire.
