The people (or groups) who want their specific policy or "provision" on the ballot are the ones paying for the signatures.
How it works in California:
Anyone (individuals, unions, corporations, billionaires, nonprofits, trade groups, etc.) can sponsor a ballot initiative (a proposed law or constitutional change).
To qualify it for the statewide ballot, they need ~546,651 valid signatures from registered voters (for a statute) within a limited time.
Gathering those signatures is expensive and almost always done by paid professionals (over 90% of signatures on successful measures come from paid circulators).ed100.org
Sponsors hire petition management firms or "coordinators," who then hire circulators like Brenda Armstrong. Circulators get paid per valid signature (often $5–$18 each, depending on how urgent it is and how competitive the market is)
In Armstrong’s case, she worked for various "coordinators" over 20 years on different initiatives, referendums, and recalls. Her coordinators (and the ultimate sponsors behind them) only paid her for signatures from registered voters — which created the incentive to register people on the spot.
Who typically pays?
Special interest groups, unions, corporations, wealthy individuals, or industry associations who stand to gain (or lose) a lot if the measure passes.
Examples: Labor unions pushing higher minimum wage or rent control; real estate/landlord groups fighting rent control; healthcare or business lobbies protecting profits; tech billionaires or environmental groups on their pet issues.
The sponsor creates a committee, raises money (often millions), and spends heavily on signature gathering to get their idea in front of all California voters.
Bottom line: The "point" of needing more signatures is to buy your way onto the ballot so voters can decide on your policy. The people writing the checks are the ones who benefit if their measure becomes law (more money, favorable regulations, policy changes, etc.). It’s legal to pay for signatures (and expensive), but illegal to pay people just to register to vote — which is why Armstrong got charged. This system lets well-funded interests bypass the legislature, but it also creates the exact economic pressure that led to the fraud in the Skid Row case.

#EF61の日 少数派で地味な存在ながら、HOゲージの入門用機関車「ED100」（カツミ模型店）のプロトタイプなので、模型をやる同級生の間では知名度抜群。ローカル貨物を牽引する姿はのんびりしていた。

「マッハの塗料じゃないとあれこれ言われた」？
そうなんだぁ・・・・
「マッハ製品」「あれこれ言うくらいのほかの同好」
何一つ周りになあったなぁ。。。
高校時代なけなしの金で
「１８きっぷ突撃東京買い物旅行」に行っていて
（駅で寝たり、全部普通列車で往復）、
買う金額もこずかいのわずか２万も持てない。
半分は秋葉原の家電店でウォークマンのパチモン。アイワとかのを値下げ交渉ごっこして買うことに決めてる。
（所詮、秋葉原電器店の手の中で転がされてだけなんだけど、なんだかんだ札幌で買うより数千円安く買えたから）
そんな中で田端や大山に行って目の色輝かせてカラーやキットを買うんですよ。
だって、札幌に売ってなかったから。
1/80の世界すら視覚の中にあったかなぁ。。。
カツミED100セットとかくらい以外は無かったなぁ。
タミヤカラー、グンゼカラーくらいしか手に入らなかったなぁ。。。
鉄道カラーはタカラカラーをたまに見るくらいで。
札幌の平成元年くらいの話。
勿論携帯電話もネットも全くない時代。
鉄道模型雑誌の世界の、広告にある物資は
全て御伽噺。見たことも聞いたこともない外国のことのよう。
昔はマッハのラッカー以外で塗ったらあれこれ言われたね。
でも言うほど◯MSはガチガチじゃなかったよ。製作記事で「ついでにプライマーも省略した♡」って書く方もいたしw
むしろ鉄摸の一層の普及にはプラ製品は欠かせないと考えていた筈。

Currently, Hidari Zingaro is presenting the early summer-themed solo exhibition “Early Summer Prints.”
This exhibition features five newly developed print works based on paintings originally presented in Takashi Murakami’s solo exhibition “Hark Back to Ukiyo-e: Tracing Superflat to Japonisme’s Genesis.,” held at Perrotin in Los Angeles in March 2026.
Among the highlights are “Homage to Monet: Woman with a Parasol” and “Homage to Monet” both of which pay tribute to the works of Claude Monet while also drawing inspiration from the world of Hayao Miyazaki’s film “The Wind Rises”.
“Homage to Monet: Woman with a Parasol” recalls the composition of “Woman with a Parasol – Madame Monet and Her Son,” depicting a young girl painting using an easel, the sky streaked with an airplane, imagery reminiscent of “The Wind Rises”. The Impressionist landscape is transformed through Murakami’s iconic “Flower” motif, reconstructing Monet’s imagery within the context of contemporary Japanese visual culture—much as Monet once reinterpreted ukiyo-e through the lens of Western painting.
Its counterpart, “Homage to Monet,” one of Murakami’s characters appears in place of the child originally depicted by Monet alongside Camille.
The two works are designed to echo one another spatially, creating a relationship in which the “Flower” appears to gaze upward toward the girl.
Notably, these motifs first appeared as rare cards in Takashi Murakami trading card series.
We invite you to enjoy these refreshing works, which evoke the cool, gentle atmosphere of early summer at the venue.

現在、Hidari Zingaro では、初夏をテーマにした個展「初夏の版画展」を開催中です。
本展では、2026年3月にロサンゼルスのペロタンにて開催された村上隆個展「Hark Back to Ukiyo-e: Tracing Superflat to Japonisme’s Genesis.」で発表されたペインティング作品をもとに、新たに展開された版画作品を5点ご紹介しております。
なかでも《モネ 日傘の女へのオマージュ》と《モネへのオマージュ》は、クロード・モネ作品へのオマージュを軸としながら、宮崎駿監督作品『風立ちぬ』の世界観に影響を受けた作品だといいます。
《モネ 日傘の女へのオマージュ》は、《日傘をさす女（散歩）》を想起させる構図となっており、屋外でイーゼルを立てる少女の姿や、空へと伸びる飛行機雲が『風立ちぬ』を思わせます。印象派的な風景表現は、村上隆を象徴する「お花」モチーフへと置き換えられ、モネが浮世絵を西洋絵画として再解釈したように、本作もまた現代日本の視覚表現の文脈の中でモネ作品を再構築しています。
対となる《モネへのオマージュ》では、モネが描いたカミーユの息子の代わりに、村上隆のキャラクターが描かれています。
両作品は空間構成が呼応するように設計されており、「お花」のキャラクターが少女を見上げるような関係性となっています。
なお、これらのモチーフの初出は村上隆トレーディングカードのレアカードでした。
初夏の爽やかな風景を思わせる涼やかな作品群を、ぜひ会場にてご高覧ください。
