CAG रिपोर्ट: दिल्ली में शराब घोटाले के 10 प्रमुख बिंदु। जो रिपोर्ट विधानसभा में पेश हुई है उसको दस महत्वपूर्ण बिंदु। 1. ₹2,002.68 करोड़ का भारी राजस्व नुकसान गैर-अनुरूप वार्डों में शराब की दुकानें न खोलने से ₹941.53 करोड़ का नुकसान। सरेंडर किए गए लाइसेंसों का फिर से टेंडर न करने से ₹890 करोड़ का नुकसान। COVID-19 के नाम पर ज़ोनल लाइसेंसियों को ₹144 करोड़ की छूट दी गई। सुरक्षा जमा राशि ठीक से वसूलने में विफलता से ₹27 करोड़ की हानि। 2. लाइसेंस नियमों का उल्लंघन दिल्ली एक्साइज नियम, 2010 के नियम 35 का पालन नहीं किया गया। थोक विक्रेताओं को लाइसेंस दिए गए, जो खुदरा और निर्माण कंपनियों से जुड़े थे, जिससे आपूर्ति श्रृंखला भ्रष्ट हुई। 3. थोक विक्रेताओं का लाभ मार्जिन 5% से बढ़ाकर 12% किया गया सरकारी लैब्स में गुणवत्ता जांच के बहाने बढ़ाया गया, लेकिन कोई लैब स्थापित नहीं हुई। इससे थोक विक्रेताओं का मुनाफा बढ़ा, लेकिन सरकार का राजस्व घटा। 4. लाइसेंसिंग प्रक्रिया में पारदर्शिता की कमी लाइसेंस जारी करने से पहले वित्तीय स्थिति, दिवालियापन और आपराधिक पृष्ठभूमि की जांच नहीं की गई। ₹100 करोड़ के निवेश की आवश्यकता के बावजूद कोई वित्तीय पात्रता मानदंड नहीं रखा गया। यह प्रॉक्सी स्वामित्व और राजनीतिक पक्षपात के संकेत देता है। 5. विशेषज्ञों की सिफारिशों की अनदेखी 2021-22 की एक्साइज नीति बनाते समय, AAP सरकार ने अपनी ही एक्सपर्ट कमेटी की सलाह को नजरअंदाज कर दिया। 6. मोनोपॉली और शराब कार्टेल को बढ़ावा एक ही आवेदक को 54 शराब की दुकानें संचालित करने की अनुमति दी गई (पहले सीमा 2 थी), जिससे एकाधिकार बढ़ा। सरकारी नियंत्रण हटाकर निजी कंपनियों को बाजार सौंप दिया गया। 7. ब्रांड एकाधिकार और कृत्रिम मूल्य निर्धारण शराब निर्माताओं को केवल एक ही थोक विक्रेता से जुड़ने के लिए मजबूर किया गया। दिल्ली में 70% शराब बिक्री केवल 25 ब्रांडों की थी, जिनका नियंत्रण केवल 3 थोक विक्रेताओं के पास था। इससे उपभोक्ताओं के विकल्प सीमित हो गए और शराब की कीमतें मनमाने ढंग से बढ़ाई गईं। 8. कैबिनेट प्रक्रियाओं का उल्लंघन बड़े वित्तीय प्रभाव वाले महत्वपूर्ण निर्णय कैबिनेट और उपराज्यपाल (LG) से परामर्श किए बिना लिए गए। 9. गैर-कानूनी शराब की दुकानों की स्थापना MCD और DDA की अनुमति के बिना आवासीय और मिश्रित भूमि उपयोग क्षेत्रों में शराब की दुकानें खोली गईं। कई मामलों में, दुकानों को व्यावसायिक क्षेत्र बताकर लाइसेंस जारी किए गए, जबकि वे वास्तव में अवैध रूप से संचालित हो रहे थे। 10. गुणवत्ता परीक्षण मानकों का उल्लंघन बिना गुणवत्ता जांच रिपोर्ट के शराब लाइसेंस जारी किए गए। 51% विदेशी शराब परीक्षण रिपोर्ट या तो पुरानी थीं, गायब थीं, या बिना तारीख की थीं। जहरीले पदार्थों (भारी धातु, मिथाइल अल्कोहल आदि) की जांच में भी लापरवाही बरती गई। #DelhiLiquorScam #CAGReport #ExcisePolicyScam #AAPGovt #LiquorPolicy #Corruption #DelhiPolitics #ExciseScam #ArvindKejriwal #Transparency #GovtScam #PoliticalNews #DelhiNews
