やっと成功しました。
androidStudioでAndroid11.0をいれる→FileでNewProject→EnptyActivity→Finish →PCのtools→packageを編集(Notepadやvscodeなどで)
obsoleteのtrueをfalseにかえsaveする(これが重要かも)
UnityのExternalToolsのAndroid SDK Toolsのチェックをいれる

コマンドライン・デベロッパーツールいるのかな。取り敢えずダウンロード。PSがまだ2020でしたがそのままブラウズで選択。シーンの保存の仕方が分からない。けど明日はAeの続きの予定。
