A federal judge has blocked Texas from implementing a new age verification law for app stores, prompting Apple to immediately pause its previously announced compliance plans for the state.
The ruling, citing significant First Amendment concerns, halts the “App Store Accountability Act” (SB2420), which was set to take effect in January.
The law would have mandated app stores, including those operated by Apple and Google, to verify user ages and require parental consent for minors to download apps or make purchases.
This would also have demanded that this age data be shared with developers.
This decision marks a significant victory for tech giants and a setback for Texas lawmakers, who have vowed to continue the legal battle, with the state’s attorney general planning an appeal.
Apple had previously outlined a series of new requirements for Texas apps, including mandatory Family Sharing groups for users under 18 to facilitate parental consent for all App Store transactions.
While Apple shares the goal of strengthening kids’ online safety, it had objected to the law, and similar ones in other states, primarily on privacy grounds, expressing concern that SB2420 would necessitate the collection of sensitive, personally identifiable information for even basic app usage.
Despite the pause in Texas-specific plans, Apple confirmed that its developer tools for age assurance, including its Declared Age Range API, remain available for testing and global use.
The ongoing legal challenge underscores the contentious intersection of state efforts to protect minors and tech industry concerns over user privacy and free expression.
