Meet the Richest woman in Ghana, Patricia Poku Diaby — Ghana’s Cocoa Queen, Africa’s only woman to build and own a large-scale cocoa processing factory, and still the richest woman in the country in 2025. She founded Plot Enterprise Group in Côte d’Ivoire, then returned to Ghana and built a 32,000-ton-per-year cocoa factory in Takoradi (2010) plus a grinding plant in Abidjan. Today her group processes close to 50,000 tons annually, making her one of the biggest local players in West Africa’s cocoa industry.

1. The story of what the Trump administration has done to development aid is not, contrary to the public caricature, "he has destroyed everything." 2. The more accurate assessment is that MAGA wants to build something new in the world of aid according to its ideology. 3. In that world, America still gives aid to countries. But: A. Only for the most critical stuff like public health. B. In ways that benefit American companies and lead to the spread of American tech and influence. C. But only when the host country sees full value and is willing to put serious skin in the game (pay some costs upfront and keep co-paying). D. There is a clear plan as to when America stops paying and the client country takes over. 4. The intriguing thing is that many of the folks who oppose Trump don't actually disagree much with these goals. 5. The devil is, however, in the detail. Especially when the rubber soles of diabolo meets the gravelly ground of client countries. 6. Let's take Zipline. (Check the infographics.) A 2014-founded Silicon Valley startup that pivoted from building consumer robotics to drones for remote delivery. Africa is where it makes over 90% of its money, almost all from governments that want to send health items to clinics. 7. Trump's government just gave them $150 million to prove its America First Global Health (AFGH) strategy in Africa. 8. The large grant is actually quite well mapped to the AFGH strategy. African governments must sign commercial contracts with Zipline that show that they really want this stuff, and then PAY for it. No NGO-style fat reports and plenty grammar. 9. As you rightly guessed: ain't simple like that. 😊 10. Zipline’s biggest client is Ghana. Since they hooked up in 2018, Ghana has racked up bills of about $22 million in constant 2021 dollars that it can't pay (significantly more from Zipline’s point of view given the ~50% depreciation of the Cedi since arrears started to build up.) 11. Zipline has been forced to downsize in Ghana by shutting down 50% of bases. 12. This was a wise move as the new government in Ghana claims over 95% of items distributed by drones (like condoms and textbooks) are not "essential". The govt also says that 85% of clinics receiving deliveries from Zipline weren't remote. The downsizing is thus one clear step towards aligning Zipline with Ghana's priorities. 13. And therein lies the catch. The new $150 million grant has been given to Zipline subject to it making $400 million from African governments over the 3-year life of the grant. African governments need to spend far more on drone deliveries than they have done in 10 years. 14. It is clear from the foregoing that the America First Global Health strategy (AFGH) only works if somehow recipient/client countries can also come up with a clear-eyed stance of their own priorities. It is that TRANSACTIONAL. But the new system wants no NGO-type intermediaries in the middle. 15. In my experience observing policy in Africa, the hard part is always getting governments to base priorities on hard facts open to the public. Without "critical public audiences" scrutinising government priority-setting, the result is always KATANOMIC.
