These installations are flagged by a House Select Committee on the Chinese Communist Party as having possible dual-use military applications, threatening U.S. interests.
The core concern stems from China’s “military-civil fusion” strategy, which makes it challenging to distinguish between academic or commercial space cooperation and its potential military uses.
For instance, a closely watched deep space station in Argentina’s Neuquén province, established under a 50-year lease, is officially described as civilian research.
However, it is operated by an entity linked to China’s satellite launch and tracking network, with questions persisting about host-nation oversight and inspection access.
U.S. defense officials acknowledge China’s growing space infrastructure in the region almost certainly provides enhanced surveillance against U.S. military assets.
Beijing, through its embassy, pushes back on these characterizations, emphasizing that its space cooperation with Latin American countries is purely for peaceful development, scientific advancement, and improving livelihoods
China is asserting that the region belongs to its people, not to geopolitical spheres of influence.
Nevertheless, lawmakers are urging the U.S. to halt this expansion and review existing cooperation agreements, noting that diplomatic pressure has previously influenced host governments, as seen with a paused project in Chile.
This all fueling U.S. concerns over potential military espionage, satellite interference, and intelligence collection in the Western Hemisphere.
