It takes absolutely forever for HHSC to act on instances of fraud even in tremendously obvious cases.
I turned in an ex-boyfriend's mother for SNAP fraud and it took them so long to start the investigation that by the time she was informed of it, she and her paramour (who she was cheating on her husband with) were able to rent and load a U-Haul in one day.
72 hours after she had been informed that her SNAP case was being investigated she and her paramour were well out of the state.
