However, what decision maker thought for one second we didn't need something to deal with messaging from adversaries? 2005 Rapid Response Unit to deal with Al Qaeda daily airdrops Counterterrorism Communication Center (CTCC), a rapid response unit that "produces strategic communications plans, develops effective narratives and themes to undermine and counter terrorist messaging, and produces specific messages for State. Within CTCC lived a Digital Outreach Team (focus on Arabic, Farsi, Urdu messaging... Then it became the Global Strategic Engagement Center.... Then 2011 Obama refreshed it and created a new version the Center for Strategic Counterterrorism Communications (CSCC) to coordinate social media efforts to counter extremism -- like a "war room" for a political campaign. THE BUDGET FOR THIS WAS 5-6 million. Seriously. 2016 CSCC turned into the Global Engagement Center (GEC) #HowWeWin book
