If authorities are unable to effectively implement existing ABC Rules, how will they build, fund, monitor, and maintain facilities for millions of dogs across the country? Mass confinement is not a solution—it risks overcrowding, disease, neglect, animal suffering, and an enormous burden on taxpayers. Housing millions of dogs for life is neither practical nor sustainable. The root cause is uncontrolled breeding. The scientific and legally recognized solution is effective Animal Birth Control (ABC), vaccination, responsible waste management, and strict accountability in implementation. We urge authorities to focus on transparent execution of existing laws rather than pursuing impossible infrastructure projects that neither solve the problem nor protect animal welfare.
