⭐ EPA Employee Spotlight ⭐
Meet Howard Kahan, a Finance Section Chief in @EPAregion9's Tribal Clean Water Section.
Howard works to support Tribes in helping manage water grants, facilitate collaboration, and ensure compliance and efficiency in grant management. He’s also part of EPA’s emergency response efforts, deploying to the Maui wildfires, the East Palestine train derailment, and last year to the Los Angeles wildfires – where he worked to complete response efforts in less than 30 days. Most colleagues might not know that Howard was a radio DJ in college at station KCSB.
Thank you for making a difference at EPA and beyond!

『《英國性侵幫派深度調查：被政治正確掩蓋 20 年的黑洞》
英國過去二十年最嚴重、也最被刻意忽視的議題之一，就是大規模針對少女的 性侵幫派（grooming gangs）。
這不是零星案件，而是橫跨多個城市的 系統性性剝削犯罪。而最駭人的是：許多受害者本來可以被救，但被政治正確所害。
一、事件核心：誰受害，誰加害？
根據《Rotherham Inquiry》、《Jay Report》、《Quilliam Foundation Report》等官方與獨立調查：
受害者（Victims）
• 多為年齡 11～16 歲的弱勢白人女孩
• 常來自單親、社福家庭
• 心理狀態脆弱、容易被誘騙
• 很多人被下藥、輪暴、販運
加害者（Perpetrators）
——這是最敏感的一塊，也是英國最不敢說出的真相。
官方報告描述：
“The majority of offenders were men of Pakistani heritage.”
（多數加害者是巴基斯坦裔男性。）
這並不代表該族群整體如何，而是指出特定團伙系統性運作的現實。
但英國地方政府、媒體、警察長期不敢說。

二、為什麼政府「不敢抓」？
這才是整個事件最黑暗的部份。
《Jay Report》與《KCSB Report》都記載：
⚠ 警察不敢立案
因為害怕被指控「種族歧視」、「排外」。
⚠ 社福單位收到案件但不敢寫報告
因為上級警告他們不要「破壞社區關係」。
⚠ 地方議會（Labour 工黨長期執政）擔心造成政治後果
白話就是：
「怕被罵成右派，所以寧願讓女孩被傷害。」
⚠ 記者被威脅、被上級要求撤稿
多名調查記者（包含 BBC 內部）後來公開承認：
“We were told the story was too sensitive.”
這些延遲與壓制，使得犯罪得以在多個城市擴散：
• Rotherham
• Rochdale
• Telford
• Oxford
• Newcastle
• Huddersfield
• Manchester
累計受害者估計超過 數千人。

三、這不是「多元文化的問題」，而是「不敢說真話」的問題
調查報告指出：
“Political correctness prevented professionals from identifying and stopping abuse.”
翻成白話：
「怕被罵，勝過救孩子。」
這才是最恐怖的地方。
不是文化差異造成犯罪，
而是政治體系為了維持形象，選擇把少女當成代價。
這種信號一旦釋放，犯罪便更加肆無忌憚。

四、誰說出真相？誰選擇沉默？
這些年來，真正敢公開講這件事的通常是：
• 犯罪受害者家屬
• 一小部分調查記者
• 校警與社工吹哨者
• 保守派議員
• 改革黨（Reform UK）
而主流政黨（尤其地方工黨）長年採取：
❌ 淡化
❌ 模糊化
❌ 用「反種族歧視」壓掉問題
❌ 不讓案件上升到政治層級
造成一種極端矛盾的現象：
害怕批評加害者 → 導致真正弱勢者沒有被保護。

五、英國社會的反彈已經爆開
為什麼現在 Reform UK 支持率這麼高？為什麼工黨在北英地區一直流失白人工人階級票？
因為這群人心裡很清楚：
工黨二十年來最失敗的一件事，就是放任這些案件發生，而不是保護少女。
改革黨的崛起不是極右現象，而是：
「我已經受夠政府不敢講真話。」

六、這件事對台灣的啟示
台灣人常把西歐、北歐神話化，但卻不知道：
那些國家在某些議題上，已被政治正確腐蝕得無法面對現實。
台灣在性別政策、跨文化、青少年保護議題上需要警覺：
⚠ 不能讓「不能講」變成政策主導
⚠ 不能讓「怕被罵」凌駕事實
⚠ 不能讓弱勢者成為進步形象的代價
⚠ 不能讓議題被 NGO 和學院派綁架
⚠ 更不能讓執政者用「政治正確」換國際評分，卻犧牲人民安全
英國就是活生生的例子。

七、結語：
這不是種族議題，也不是黨派議題——
而是人權最基本的一條線：
國家是否願意保護自己的孩子？
英國的錯誤不是犯罪本身（所有社會都會有犯罪），
而是選擇不面對。
當政治正確比真相重要，弱勢者永遠是第一批被犧牲的。
台灣千萬不能走上同一條路。 』
