'small piece knibble tactics'
This is what all the people do not get that raise the argument that 'Russia would never attack NATO'.
It was NEVER about Russian tanks in front of the Brandenburg Gate or the Arc de Triomphe, or Russian Bombs suddenly dropping in Stockholm or Amsterdam.
Putin wants the Baltics back. That is not news. And the strategy is clear: Drag out the situation in Ukraine, erode support in the West through time and propaganda and then use these moments of weakness to bite off tiny bits. Piece by piece. And in the beginning they will not even claim it was them. Look at eastern Ukraine. It was always framed as being 'Seperatists' and 'Partisans'.
They will send 2000 troops to take a viollage or small town. Then claim exactly that. And it will instantly raise the discussion 'we can't possibly involve Art 5 for that against a nuclear power'. The will try to use fearmongering to hemper a proper response.
The real solution to this is a united stance in the west and within NATO especially, that has to be unequivocal:
Step onto our territory and you'll not be able to distinguish left from right and up from down within a split second.
It's called 'escalation dominance' and 'deterrance'. Only when he firmly understands that he is not the one who makes the rules he will stand down from trying.

Ukraine is not the final goal:
German intelligence has information indicating that the Kremlin views the war in Ukraine merely as an intermediate stage on the path to further escalation against the West. The russian Federation could resort to hybrid methods—particularly on the territory of NATO member states—to test the effectiveness of Article 5 for collective defense.
Many politicians in russia no longer believe in the function of Article 5.
