@RICurrent: The only thing worse than battling bridge traffic to get to a meeting in Providence: not being able to take any action during the meeting, because too few of the volunteer members showed. Just ask Maureen Maigret. The 80-year-old registered nurse who formerly served as a state representative and later headed the state’s Department of Elderly Affairs is one of 33 members on an advisory panel on state services for seniors and people with disabilities. But more than 80% of the time, Maigret and fellow members of the Long Term Care Coordinating Council (LTCCC) can’t actually make the decisions needed at the council’s regular meetings in Providence due to burdensome in-person attendance and quorum requirements. @LGSabinaMatos serves as chair of the council. Legislation introduced in the Rhode Island General Assembly on behalf of the lieutenant governor’s office aims to change that. The bills, sponsored by Rep. Mary Duffy Messier, a Pawtucket Democrat, and Sen. Josh Miller, a Cranston Democrat, would give the LTCCC a special exception from the state Open Meetings Act, which typically requires members of public bodies to attend meetings in-person. The bill also reduces the quorum requirement for the council from 17 to 12 people. Messier in an interview on Wednesday acknowledged a 17-member quorum seems hard to achieve even among state lawmakers who are paid to show up at the State House. “A lot of our quorums are eight or nine people,” she said. “I think 17 is just too many.
