طُرح في الولايات المتحدة، في مطلع أبريل 2026، قرار للاعتراف بشهر أبريل ليكون #Language_Access Month الذي انتشرت ترجمته (شهر #الوصول_اللغوي) للتنبيه إلى حق الناس في أن تصل إليهم الخدمات العامة على وجه يفهمونه، وأن تُرفع عنهم عوائق اللغة إذا قصرت بهم الإنجليزية في المستشفى أو المحكمة أو المدرسة أو أي مرفق عام. وهنا يأتي سؤال مهم؛ هل تعني كلمة access الوصول المعروف في الاستعمال العام، الذي يفهم منه بلوغ المكان أو إدراك الشيء؟ أم يعني في لغة السياسات معنى أخص وأثقل، هو إمكانية الانتفاع الفعلي بالخدمة أو البرنامج أو الحق؟ الوثائق الرسمية ترجح المعنى الثاني ترجيحا لا يدع للمترجم راحة في الركون لكلمة "وصول"؛ فوزارة العدل الأمريكية تشرح meaningful access بأنه معاونة لغوية تفضي إلى تواصل دقيق وفي حينه من غير كلفة على صاحب الحاجة. ووزارة الصحة والخدمات الإنسانية تربط الأمر كله بإزالة العوائق أمام من لديهم قدرة محدودة على الإنجليزية، حتى تكون فرص مشاركتهم وانتفاعهم بالخدمات متكافئة. وهنا يظهر موضع التحفظ من ترجمة شهر (الوصول اللغوي). فالتركيب العربي، على سلامته من جهة اللفظ، يوهم بأن القضية قضية وصول إلى اللغة، أو اتصال باللغة من حيث كونها لغة، كأننا نتحدث عن تعليم اللغة أو تيسير تعلمها. وهذا غير المقصود. المراد أن اللغة قد تتحول إلى حاجز يحول بين الإنسان وبين حقه، وأن على المؤسسة أن تفتح الباب بمترجم شفهي أو ترجمة تحريرية أو إشعار واضح أو خدمة مفهومة. فالخبر في جوهره لا يحتفي بأهمية اللغة الثقافية والتعليمية، وإنما يبرز حاجتنا إليها على أنها أداة عدل ووسيلة إجراء. ولهذا أرى أن "الوصول" إذا أفردته وألصقته باللغة ضعف المعنى في العربية، أما إذا قيدته استقام. فالوصول اللغوي وحدها عبارة تقف في منتصف الطريق؛ لا هي مصطلح عربي مستقر، ولا هي شرح كاف لما يراد بها في هذا السياق. أميل إلى أن الترجمة الأنسب لعنوان من هذا القبيل لا تكون حرفية جافة، وإنما تكون شارحة تفسيرية رشيقة، مثل شهر: 1- إتاحة الخدمات عبر الدعم اللغوي (سياق إداري خدمي) 2- التمكين اللغوي من الوصول للخدمات (لغة سياسات) 3- إزالة الحواجز اللغوية (سياق إعلامي صحفي) ولعل في هذا الخبر تذكيرا هادئا بشيء أكبر من الخبر نفسه؛ أن الترجمة ليست شيئا هامشيا يوضع على الرف بعد اكتمال السياسات، وإنما هي جزء من بنية العدالة حين تُصاغ السياسات، وجزء من كرامة الإنسان سواء عند مراجعة الأدوية، أو توقيع الأوراق، أو معرفة الحقوق التي لا تُعرف إلا بلغة يفهمها. عندئذ لا تكون المسألة لغة تُدرّس، وإنما بابا يُفتح، وحاجزا يُزاح، ومسافة بين المواطن والخدمة يبلغها بالعبارة المفهومة والمعني الدقيق. فإذا سألني سائل بعد هذا كله؛ هل أجيز شهر الوصول اللغوي؟ قلت: أجيزه على مضض إذا ضاق المقام، ولا أختاره إذا اتسع. والذي أطمئن إليه أكثر هو شهر (إزالة الحواجز اللغوية) في المقالات والأخبار العامة، وشهر (إتاحة الخدمات عبر الدعم اللغوي) في السياقات المؤسسية والسياساتية. فهناك ألفاظ تؤدي المعنى، وألفاظ توصل المعنى. والمترجم الحاذق لا يرضيه أن يؤديه فحسب، وإنما يحرص أن يوصل أرحام الكلمات ويقارب بين الثقافات ويوضح مفهوم الدلالات. #وائل_السيد #حديث_القلم #LanguageAccess #LanguageAccessMonth
