It is fragile, failing when the 'project' applause dies down. Systemic maturity requires a fundamental shift: Continuous Improvement must become part of the core Operating System (OS). The OS should bake in feedback loops, standardization, and continuous iteration so that optimal performance is simply the default operating state. Instead of asking 'How can we improve X process?' — which sounds like a project — you need to architect the system so that 'Improvement' *is* the process. Excellence must be mandatory, not aspirational.
