Of course, the President has the authority to alter what is said at national parks, which come under the purview of the executive branch, every bit as much as the prior administration has the authority to write the anti-American crap they put there. The bureaucracy is in the executive branch, it is does not have the independent authority to make such decisions even if Congress claims it has the power to so authorize it.
