GPS is one way for receivers - satellite to receiver. The GPS unit does not speak toward the satellite at all. The GPS satellites are unaware of how many units are listening or where they are.

Someone at @DeptofDefense has to be able to write a program, that can do a model lookup when receiving a satellite ping from a Garmin unit. What they could do in that case, is write bugs into the positioning response packet, that essentially is 15 miles "off" to one side
