Still, the quoted statement has become the communis opinio (prevailing doctrine). See e.g. Wikipedia, the entry on #MultipleGenerality: "The first logical calculus capable of dealing with such inferences [i.e. with multiple generality] was Gottlob Frege's Begriffsschrift (1879)"
