On fiscal policy the NSLP has been to the right of the PC's most of the time. On social policy its a little fuzzier though regardless of whose more "right wing" they are both pretty centrist to centre-left on social policy.
Houston's main departure from that status quo was legalizing fracking & uranium mining.

Food assistance is an umbrella for multiple programs… for example there’s SNAP, CSFP, FDPIR, CACFP, TEFAP, SBP, NSLP, etc. From SNAP alone 700,000 children were cut from its access. Very sad.
