Someone asked me, " How can the public debt be audited?" It's very simple; Make the debt register public. We audit each debt one by one. Who borrowed the debt? Was it approved by the Parliament? Which project was it to be used for? Was the project done? We refuse to pay any debt which was not approved by the Parliament, We refuse to pay any debt which was not used on development projects. Example: " You took a debt of Ksh 1.5B for Kisii Cancer Center from Saudi Arabia. Is the Centre there? No. We don't pay. Let Saudi Arabia and the individual who borrowed find a way to settle that debt or if we pay, we auction their property. You took Ksh 10B from IMF for road Arror and Kimwarer dams. Were the dams built? No. Let IMF and the borrowers and those involved find a way to settle the debt or we auction their property to pay. Countries like Mozambique did it. Let the debt register be opened and auditing be done on each debt one by one. Example; 1.5B for Kisii Cancer Center from Saudi Arabia. We check if such a facility was built. If it doesn't exist, we don't pay. Since the debt was not approved by the Parliament and it never went through the Consolidated Fund, then taxpayers revenue cannot be used to pay such a debt. Let the lender and the borrower negotiate on how to pay it, cause why should we pay what someone borrowed to service his lavish lifestyle? Then we move to the next. One by one. There's no way taxpayers have paid Ksh 10.2T and still being told that the public debt is Ksh 12.3T. What was that money used for cause the country still looks like shit. Look at hospitals, schools, roads, water resources, social amenities. Nothing. We cannot be servicing the lavish lifestyles of crooks. The total assets of all the 41 banks in Kenya is 7.5T The top lender has lended only 28% of its assets. Assuming that all the 41 banks have lended 28% of their assets, then it means that the banks have only lended Ksh 2.1T. That begs the question, who are the lenders of the remaining Ksh 4.4T? That is why I am saying that debts which are externally borrowed are re-loaned back to the government by the same crooks and so we end up paying twice. The external lenders pocket their share and the crooks also walk away with their share at the expense of suffering taxpayers. Study this model. I have tried to use a diagram to explain how taxpayers money is being used to pay same debts twice. Since public debts are not going through the Consolidated Fund, External debts are ending up in the foreign accounts of crooks (the borrowers) These crooks transfer the same money to banks within the country. The banks, re-loan this same money to the republic now as a domestic debt. Then the rotten Parliament approves the repayment of debts they cannot even approve reached the country or in which projects they were spent on. Taxpayers revenue pays the debt as external debt and also pay the crook as a domestic debt. They are afraid of auditing the public debts because they know that the truth will come out. There's no way we had paid Ksh 8.8T by July 2023 and we are still having a Ksh 12.1T debt. Sijui kama mnanipata? The amount of money being looted in this country, If traced, is enough to finance a whole financial year. For us to transform this country, we must trace every coin, land and other resources which have been looted since independence. We must open debt register and find out how we reached at Ksh 12T debt. The reality is that Kenyans are paying non existing debts. I have read the blog and the listed five are not the solutions to the rising debt. Stop meandering. World Bank and IMF must stop using crooks in government to trap Kenyans in debt. The world Bank must stop giving crooks illegal loans outside the budget without the approval of the Parliament. The only solution to Kenya's economic problem is total refusal by Kenyans to pay illegally borrowed debts which were diverted away from the Consolidated Fund. Out of the Ksh 13T debt, only Ksh 6.9T can be traced from the treasury records. Ksh 6.1T is invisible, undocumented and untraceable. Where is that money and what was the money used for? By July 2023, taxpayers had paid Ksh 8.8T. That means Kenyans have no debts and have even paid in excess. The debt register must be opened. Public debts must be audited. Listen to this 🎤 Since 2010, the Parliament has never approved any domestic borrowing. Domestic debts are illegally borrowed without public approval. Crooks in government steal our taxes and loan that loot to the government as a domestic debt.
