You should look into openpower and raptor computing if you haven’t. That ended up being my only real alternative and I ended up learning a lot in the process.

They made OpenPOWER, but Google realized they could make more being part of the ARM cartel. Need someone like an Elon to chuck in a billion. Still think it's possible and technically sound.

IBM did very misleading marketing with OpenPOWER where they open sourced part of the instruction set (ISA) and some outdated core designs, etc. but then continued making closed source CPUs as the only available modern CPUs. They're a bit less closed source, but not at all open.

OpenPOWER is only an instruction set, similar to RISC-V. There are primitive open core designs but the POWER9 CPUs used with the Talos II are closed source CPU designs with an overall closed source SoC. The OS not needing to load closed source firmware doesn't make the CPU open.

last bit of ibm posting, many also don't know that the POWER9 ISA is open-source and donated to OpenPower, bit of a shame it didn't win out against risc-v Raptor Computing does desktop & server builds w/ performance that rivals modern x86 machines. They've gotten pricey though
