Ms. G. Pise, Chairperson of the Parliamentary Constituency Information Centres (PCICs), addressed a meeting at Masasa Business Centre in Buhera, emphasizing the importance of resuscitating PCICs in all 210 constituencies in Zimbabwe. She highlighted their importance in disseminating parliament-generated information and providing a platform for public participation in democratic processes, aligning with the National Strategic Plan's decentralization objectives.
Ms. Pise underscored the constitutional basis for public access and involvement in Parliament, citing Section 141, which promotes public access, and Section 62 of the Constitution of Zimbabwe Amendment (No. 20), which guarantees access to information held by the State. Specifically, Section 62(1) enshrines the right to access information in the interest of public accountability.
She stressed that resuscitating PCICs is essential to fulfilling Parliament's mandate, promoting transparency, and enhancing citizen engagement in governance processes. By reviving these centres, Parliament will effectively discharge its constitutional obligations and foster a more informed and participatory citizenry.
