Dismissing someone for not engaging with your system is not an excuse. One size does not fit all. If you have lots of non engagers, take a look at your service and see if it's fit for purpose. You may need to flex your system for people. #PersistentEngagement
Engagement is a core active task in mental health. If someone at risk doesn't engage, they need gentle yet persistent support, ideally from assertive outreach teams. Offloading high-risk patients—whether they’re at risk to themselves or others—is dangerous and must be avoided.
A long time ago, I vowed to never complain about airlines on Twitter (a futile endeavour). So when BA cancelled my flight to @HagueTIX at the 11th hour, I wasn't in the mood to play victim. Instead, I pivoted to the Eurostar, thereby reseizing the initiative #persistentengagement
💬 'The scale, scope and speed of cyber campaigns is such that if you cede the initiative to the other side, you've lost control over your security.'
@RichardHarknett Professor @uofcincy explains how cyber power is used and how we should assess it.

[Thread: My #PersistentEngagement briefing]
There is loads of evidence that - as one soldier said to me - "throwing some soldiers there, and some soldiers there" without a political strategy doesn't work & doesn't fix the political problems that drive conflict

Ecco cosa Londra intende quando nella #IntegratedReview parla di #PersistentEngagement. Qui solo Africa e Medio Oriente.

As borders vanish and everyone becomes everyone’s neighbor in cyberspace, #PersistentEngagement and #DefendForward are needed to avoid dipping one nation’s straw in another nation’s networks (aka. Milkshake). (2/2)
“Look at Equifax. Add Anthem, the financial stuff, Marriott, there’s nothing they don’t know about us,” said a current U.S. official, referring to a series of breaches of U.S. firms perpetrated by Chinese hackers.

Persistent engagement concepts reframe how we think about ongoing cyber operations in ways that often quite differ from other approaches like deterrence theory, that were largely shaped by different features of other domains @harknett_uc & I explore this atlanticcouncil.org/wp-conte…
ICYMI: Earlier this week a @RoyalAirForce C-17 delivered 37 tonnes of humanitarian aid to the Turkey-Syria border.
The vital #UKaid will provide much-needed relief and save lives.

Interventions payoff in unknown ways as threat environment evolves. There are benefits to denying adversary options in advance of recognizing their need. #persistentengagement
Problematic assumptions about time confound military planning for cyber conflict. Contrast rhetoric about “digital speed” and the “speed of information” w/ Advanced Persistent Threats and now #PersistentEngagement. Perhaps it’s time for a slow cyber movement. #cybersecurity#APT
Someone should let US CYBERCOM know about that next time they brag about taking election-influencing trolls off the internet... #DefendForward#PersistentEngagement
👇👇👇 Must-read article by @Jason_Healey on #PersistentEngagement, describing origins and theory of this strategy. What I'm still waiting for, though, is a comprehensive analysis how #PersistentEngagement squares with international law. Maybe I'll write one myself 😉
For an excellent overview on the roots of US strategy towards persistent engagement and its implications see @Jason_Healey @techpolicySIPA recently published paper in JOCS: academic.oup.com/cybersecuri…
@US_CYBERCOM Exec Dir, Dave Luber at the 2019 Association of Defense Communities Summit w/Senator Mike Rounds, "Persistent Engagement is both defensive and offensive, w/ continuous interaction in cyberspace." #USCYBERCOM#PersistentEngagement
