Cook Inlet gas production is in rapid decline, with a structural deficit of up to 40 billion cubic feet per year (Bcf/y) forecasted by the early 2030s. To address this, three major LNG import projects are in development, with the earliest deliveries targeted for late 2026. This shift involves significant economic and regulatory adjustments. Natural gas prices are projected to rise from historical averages of $9 per thousand cubic feet to between $12 and $13. Simultaneously, the state is pivoting its subsurface expertise toward Carbon Capture, Utilization, and Storage (CCUS). The Alaska Oil and Gas Conservation Commission (AOGCC) is aggressively pursuing "primacy" from the EPA to regulate Class VI injection wells, aiming to establish a state-led carbon sequestration regime. While the AOGCC emphasizes its 50-year track record of well integrity, environmental advocates have raised concerns regarding long-term liability and subterranean leakage risks. -------------------------------------------------------------------------------- I. The Cook Inlet Energy Crisis and the Importation Race The Cook Inlet basin, once the primary source of gas for Southcentral Alaska, is facing an imminent supply-demand gap. Local production is declining due to economic depletion, with a supply deficit expected as early as 2027. Major LNG Import Projects (Early 2026 Status) Three distinct initiatives are advancing to bridge the energy gap through LNG importation: ProjectLead EntitiesInfrastructure PlanProjected Timeline Kenai LNG TerminalHarvest Midstream & Chugach ElectricRedeveloping the idle Marathon Petroleum export facility; upscaling to 0.4 million tons/year.First gas deliveries late 2026; full scale by 2028. New Nikiski TerminalENSTAR & Glenfarne Energy TransitionConstructing a new receiving terminal alongside the "Phase 1" AK LNG in-state pipeline.Construction beginning late 2026. Economic and Regulatory Implications The Regulatory Commission of Alaska (RCA) is currently evaluating the technical and economic details of these import terminals. The shift to imported gas will result in higher costs for consumers; ENSTAR indicates that future gas contracts are expected to jump to 12–13 per thousand cubic feet, a significant increase from the historical $9 price point. -------------------------------------------------------------------------------- II. Evolution of Natural Gas Storage Operations Historically, gas storage was a tool for managing seasonal demand. In the current crisis, storage has transitioned into a "life support" system for the regional energy grid. Historical Context (2016 Framework) * Scale: As of 2016, the AOGCC managed eight Storage Injection Orders (SIOs) with 27 dedicated wells across the Kenai Peninsula. * Function: These wells were used to balance seasonal fluctuations, alternating between injection and production. * Safety Record: For over 50 years, the AOGCC reports zero documented instances of subsurface damage to drinking water from these operations. Current Storage Vitality (2026) As local production dwindles, utilities are increasingly reliant on stockpiling gas during low-demand summer months to survive peak winter periods. * New Agreements: In early 2026, Matanuska Electric Association (MEA) signed Firm Storage Service agreements with Hilcorp to maximize summer stockpiling. * Capacity Expansion: The AOGCC updated SIO 7A in February 2026 to permit additional gas storage injection wells in the Kenai Gas Field to meet urgent regional needs. -------------------------------------------------------------------------------- III. The Carbon Sequestration Regime (Class VI Wells) Following the passage of House Bill 50 in July 2024, the AOGCC has been directed to establish a regulatory framework for underground carbon storage. The Pursuit of State Primacy The state is moving to take over permitting authority from the federal EPA for Class VI wells—specialized wells used for long-term geologic sequestration of CO2. * Process: The AOGCC held public hearings in early 2026 to finalize draft regulations. * EPA Review: Once the application is submitted, the federal review process for state primacy is expected to take 6 to 18 months. Regulatory Requirements and Standards The proposed AOGCC regulations for carbon storage are designed to be at least as stringent as EPA standards: * Construction: Mandates circulating cement to the surface and rigorous siting criteria. * Monitoring: Continuous plume migration modeling is required. * Financials: Operators must provide proof of financial responsibility. The program is intended to be industry-funded via application fees and injection surcharges. Public and Environmental Opposition Despite the AOGCC's emphasis on safety, groups such as the Susitna River Coalition have voiced opposition based on several risks: * Integrity Concerns: Potential for subterranean CO2 leakage and catastrophic pipeline "zipper fractures." * Capacity: Doubts regarding the AOGCC’s ability to manage indefinite long-term oversight. * Fiscal Liability: Concerns that the financial burden of future leaks could shift from private operators to state taxpayers. -------------------------------------------------------------------------------- IV. Technical Standards for Subsurface Integrity The AOGCC maintains that its stringent construction requirements are the primary defense against environmental contamination. These standards apply to both traditional gas storage and emerging carbon sequestration projects. * Mechanical Integrity Tests (MITs): Injection wells must pass an MIT at least once every four years, with more frequent testing possible at the AOGCC's discretion. * Safety Valve Systems (SVS): Every injection well is equipped with an SVS to prevent uncontrolled releases. Annual reports must demonstrate that stored gas remains contained within the designated reservoir.
