While I won't deny that this is devil advocate as a game, however you posted an old version of Necrovalley. Second, the reason why REDMD still can be summoned is because his summon is built in mechanic, not a card effect.

Yugioh is absurdly complex and I mean that in the most negative way possible. Just completely unintuitive card interactions. REDMD can summon from the gy under Necrovalley because he can also summon from hand and therefore his effect isn’t considered to “target” like okay.
