ALT Starfleet Headquarters, also abbreviated Starfleet HQ, was the administrative center of Starfleet Command located in California, on Earth. Sharing grounds with Starfleet Academy and located near to Starfleet Medical, the Starfleet Headquarters encompassed territory adjacent to the city of San Francisco, on either side of the Golden Gate passage into San Francisco Bay.

ALT The sprawling complex was originally built as the headquarters of the United Earth Starfleet in the early 22nd century, on what was previously a portion of Golden Gate National Recreation Area in Marin County, overlooking Horseshoe Bay. After the founding of the United Federation of Planets in 2161, it continued to serve as the command center of the Federation Starfleet. By 2255, the headquarters had expanded to the Presidio, a former military post on the southern side of the Golden Gate, where it included an air tram station. Its address at 24-593 Federation Drive, San Francisco, CA was mentioned in the Treaty of Armens.

ALT Starfleet Security was a government agency and section of Starfleet, one of its longest-standing all the way back to the United Earth Starfleet. Starfleet Security's headquarters were located at Fleet Operations Center in San Francisco, Earth, Sol Sector. Detachments of security personnel were typically assigned to different jurisdictions, such as starships and Federation facilities; they were typically led by a chief or head of security and were armed with phasers. Trained in hand-to-hand combat and other relevant skills, security officers were responsible for safeguarding the Federation from both internal and external threats, conducting criminal investigations and a variety of other security duties.

ALT (Admiral Thomas Henry, a Starfleet Security officer in the 24th century) In 2367, Vice Admiral Thomas Henry, who was attached to Starfleet Security, boarded the USS Enterprise-D to observe a hearing overseen by former Starfleet admiral Norah Satie, concerning an attempt to uncover a supposed conspiracy at the heart of Starfleet. In 2369, the Lieutenant George Primmin was sent by Starfleet Security to Deep Space 9 to help protect a shipment of deuridium. n 2371, due to skepticism related to Constable Odo's abilities as security chief, Starfleet Security assigned Lieutenant Commander Michael Eddington to Deep Space 9 to oversee security issues pertaining to Starfleet matters. Starfleet Security often sent Odo criminal activity reports. A Starfleet Security investigation determined that Ambassador Krajensky had been kidnapped or killed by the Dominion on his way to Risa.

ALT (Benjamin Sisko, acting head of Starfleet Security in 2372) In 2372, Admiral Leyton made Benjamin Sisko acting head of Starfleet Security in the face of the apparent Changeling infiltration of Starfleet. In this capacity, Sisko discovered that Leyton was using the recent bombing of the Antwerp Conference as an excuse to attempt to seize power by the military by instilling paranoia about the threat posed by the Dominion. Sisko subsequently uncovered Leyton's conspiracy, forcing him to resign, and returned to Deep Space 9. After Sisko was attacked by a member of the Cult of the Pah-wraiths in early 2375, he gave a statement to Starfleet Security.

ALT By the 32nd century the previously civilian Federation Security was part of Starfleet.

ALT United Earth Starfleet Flag (22nd century) United Earth Starfleet was established by the original Starfleet Charter in or around the 2130s as an Earth-based space exploration organization. The highest authority within Starfleet was Starfleet Command, located at Starfleet Headquarters in the city of San Francisco, Earth. Starfleet Command had authority to administer projects and missions, issue orders to Starfleet officers and vessels, restrict access to certain facilities, and approve security protocols. Certain flag officers, such as Maxwell Forrest, reported directly to Starfleet Command.
