Good morning, an inspiring morning... As I read the press, an article on
#enlargement and cohesion caught my attention (alas, I lack access to it). Yet even without reading it, I find myself immersed in profound personal reflections. It's increasingly apparent that a fundamental shift in mentality is imperative, particularly concerning cohesion—a sentiment drawn from my own experiences working on structural funds – in five Eastern European countries.
Upon joining the EU, Eastern European countries gained access to structural funds, and there was a labyrinth of regulations and requirements (understandably so, as clarity is essential in such matters). However, the burden of compliance was largely shouldered by these nations alone, with Operational and National Programmes thrust upon nascent Eastern European administrations, often confronted with brain drain challenges.
Despite commendable efforts, Eastern European countries wanted to achieve significant absorption rates of the funds. Meanwhile, their Western counterparts, with mature administrations, prioritized maximizing their own absorption, sometimes inadvertently fostering implicit competition. This skewed focus left Eastern European nations confronted with infrastructure and innovation deficits.
It's abundantly clear that a mere influx of funds cannot foster genuine cohesion within the EU. Structural funds inherently carry political dimensions and necessitate a sustainable approach across all member states—an embodiment of the European dimension. Imagine if Western nations had collaborated closely with their Eastern counterparts, echoing the solidarity seen in the reconstruction efforts in Ukraine. Failure to prioritize true European unity in cohesion policy has left regional vulnerabilities exposed, a fact underscored by Putin's continued focus on Eastern Europe.
Even today, many Eastern European countries are confronted with infrastructure challenges. Urgent reinforcement of the "Eastern flank," borrowing from NATO's lexicon, underscores the imperative of a developed Eastern Europe within a united Europe.
To truly bolster cohesion, a paradigm shift is indispensable. We must invest in Eastern Europe with the same fervor as our commitment to rebuilding post-war Ukraine. Only through concerted efforts to bridge the East-West gap can we unleash the full potential of European unity and prosperity.
