I have to suppose that rage, given its bodily nature, is finite. So even with a red ring turning the Hulk into a berserker and Hulk's strength increasing directly with his rage — which is an extremely frightening thought — I have to suppose that not even the Hulk's body fueled by a red ring can sustain infinite rage. The will, on the other hand, can be implacable, and therefore never falter, at least in principle. Doom's will is certainly among the greatest — he did e.g. simply refuse the Purple Man's mind control or steal the Beyonder's power or the Silver Surfer's cosmic power, and a green ring would given him an omni-tool/weapon — which he would not even require as his primary weapon, since he has others. Rage fueled strength is a good trick, but it's the Hulk's only trick. Doom has enough superscience and sorcery to be a significant threat to begin with, and he has shown he is able to get even greater raw power when he wants to. Final answer: my money is on Doom, but it wouldn't be a single one and done fight. They would devastate the Earth in a war of many years, but eventually Doom would win. Unless you consider Bruce Banner to be a Hulk asset, which you probably should. Banner and Hulk both opposing Doom might change the picture.

I've not played the modern series; what's the Japanese up to? Also the Nazis have a Moon Base I think? So even if the Americans invade Europe they can still be underdogs to wacky Nazi superscience.
