On 17 June 2025, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) issued the Guidelines for the Operationalisation of the Advance Cargo Declaration Regulation. The Guidelines set out a clear framework for declaring, measuring, and documenting exports of crude oil, condensates, natural gas liquids, and petroleum products from all Nigerian terminals and export points. Exporters and upstream operators are advised to review their operational practices to ensure compliance with the new guidelines.
