Agenda 21 emerged from the 1992 United Nations Conference on Environment and Development, the Earth Summit in Rio de Janeiro.
One 178 governments adopted it without a single public vote or binding treaty ratification in most nations.
It was deliberately structured as a non-binding action plan so it could bypass national legislatures and flow directly into local policy through city councils, regional planning bodies, and public-private partnerships.
