I think @levelsio 's point, though, is that there's a level of opsec that is wholly unnecessary for 99.99% of legitimate use cases. VPNaas is also not the way to secure those .01% of use cases.

Commercial VPNaaS doesn't provide any protection for their customers from the authorities. They can also track your traffic. A VPN is a cryptographic service. Not your keys, etc. Now, if you're looking to get around crappy country based restrictions... NFA CYA DYOR or whatever.
