They swear it's not a downgrade just a "realignment of value" with "additional Azure bulk credits as an offset." Translation: beg your org admin for scraps from the company pile instead of having your own dev sandbox. Fraud prevention and program integrity, you see. Can't have devs actually experimenting without corporate oversight. Remember when Steve Ballmer screamed "developers, developers, developers!" like his life depended on it?
