Exactly. While the Imperium can be seen as "better" than the corruption and madness of Chaos or the threat of extinction posed by Xenos, they aren't by definition "good." The people who say that it is just secretly like the imaginary of religious-totalitarianism.

The Imperium in 30k could have been seen as a necessary cruelty for the good of humanity. But the Imperium in 40k is a backwards, ignorant and corrupt shadow of itself. It is not what the Emperor intended and it's mismanagement activity pushes people to chaos and xenos cults.
