$IONQ 🔐 The document Katie Arrington signed before crossing over to IonQ. Nov 18, 2025. Three years to the day after OMB Memorandum 23-02 first mandated federal PQC migration. Pentagon memo: "Preparing for Migration to Post Quantum Cryptography." Signed by Arrington as Performing the Duties of the Chief Information Officer of the Department of War. Cleared for open publication Nov 20, 2025. What it does: → Mandates PQC migration across EVERY DoW system. National security systems, non-NSS, weapons systems, cloud, mobile devices, physical access control, internet of things, unmanned systems, operational technology. "Regardless of classification, location, connection, type, purpose, or use." → Requires inventory of ALL cryptography currently in use across the Department, with mandatory reporting. → Sets hard phase-out deadlines: PSK-based solutions and symmetric key establishment protocols out by December 31, 2030. NSA CSfC-registered solutions by December 31, 2031. → Bans procurement of commercial PSK-based and symmetric key solutions for quantum resistance, effective immediately. → Replaces them with NIST-approved asymmetric PQC algorithms. CNSA 2.0-listed for National Security Systems. → Creates a new gatekeeper office: the DoW CIO PQC Directorate. Every Component must obtain intake approval AND deployment approval from this office before testing, piloting, using, or acquiring any PQC-related technology. → Names Dr. Britta Hale as DoW lead for PQC. The legal stack it sits on: OMB Memorandum 23-02 (Nov 2022). CNSS Policy #15 (Dec 2024). Chairman of Joint Chiefs of Staff Instruction 6510.02 (Aug 2022). Eight weeks after signing this memo, on January 14, 2026, IonQ announced Arrington as Chief Information Officer. She started January 19. She wasn't alone. Bill Dunlap was Acting Principal Deputy CIO at the Department of War during the same Oct 2025 to Mar 2026 window. The number two of the office that issued this memo. On April 1, 2026, he joined IonQ as SVP Global Architecture, reporting to Arrington. The official who signed the federal PQC migration mandate, and her deputy from the same office, are now both inside IonQ. Thanks to @InvestifyDaily flagging the memo. @InvestifyDaily 🔗dowcio.war.gov/Portals/0/Doc… $IONQ @IonQ_Inc #IonQ #PQC #QuantumComputing

I think those are valid points. The counter argument is that @BlackBerry is a credible early-mover in the government and embedded slices of the PQC market, with deep accreditations (NATO Restricted, NSA CSfC, BSI Germany, Common Criteria EAL4 ) that competitors cannot easily replicate. Governments are slow to change and SecureSuite from BB is being/has been integrated into multiple NATO and G20 applications. This entrenchment has given it a first mover advantage since BB started working on quantum-resistant cryptography in February 2017 — five years before NIST even selected its first post-quantum (PQC) standards. IMO, the main revenue driver of BB will be QNX but SecureSuite will be a good secondary income source permit it to continue to scale in the defense industry as physical AI grows in TAM

Today, the US Government agreed to take a stake in 9 quantum computing companies. There is a corollary to that investment: Quantum Resistence @BlackBerry has been working on quantum-resistant cryptography since February 2017 — 5 years before NIST selected its first post-quantum (PQC) standards and six years before any major messaging platform (Signal, Apple) shipped a PQ protocol at scale. $BB is a credible early-mover in the government and embedded slices of the PQC market, with deep accreditations (NATO Restricted, NSA CSfC, BSI Germany, Common Criteria EAL4 ) that competitors cannot easily replicate. $BB post quantum cryptography QNX embedded software will continue to make $BB a major force contractor in the Edge AI/ Physical AI and defense space. As always, full DD in research discord. 🍌

Part 2: The Secure Communications Business — Why It’s Actually Special On the surface it sounds like another cybersecurity company in a crowded market. It’s not — and here’s the distinction that matters: BlackBerry sold the commodity cybersecurity business. In February 2025, BlackBerry closed the sale of the Cylance endpoint security assets to Arctic Wolf. That cleared out the “too much competition” problem you identified. What remains is not general-purpose enterprise cybersecurity. It’s something far narrower and more defensible. What remains is a three-product sovereign communications platform: SecuSUITE protects communications with sovereign-grade encryption; UEM securely manages every endpoint device; and AtHoc enables coordinated crisis response. These are not competing with CrowdStrike or SentinelOne. They’re competing in a completely different category — government-grade sovereign communications — where most commercial cybersecurity firms literally cannot operate. The differentiation is certification-based, not feature-based. BlackBerry’s certifications include Common Criteria, NIAP, NATO Restricted, German BSI, FedRAMP High, Commercial Solutions for Classified (CSfC), and FIPS 140-2/3 — across UEM, SecuSUITE, and AtHoc. NATO Restricted certification alone means a government agency can use BlackBerry on classified NATO communications. No competitor has that stack. It took BlackBerry decades to accumulate it. The “zero CVE” reality is the moat. BlackBerry UEM has zero major CVEs over five years, while competitors like Ivanti triggered a CISA Emergency Directive in January 2024 ordering all federal agencies to disconnect immediately, and Microsoft Intune suffered a March 2026 breach that allowed remote wiping of thousands of devices. When your competitors are being federally mandated off government networks, that’s not competition — that’s market consolidation in your favor. Digital sovereignty is the macro tailwind. Secure Communications returned to year-over-year revenue growth driven by accelerating demand for digital sovereignty solutions and expanding defense budgets. Every country that wants communications infrastructure it controls — not routed through U.S. cloud providers or Chinese hardware — needs a sovereign platform. BlackBerry is one of the only credible options that already holds the certifications to operate in those environments. The Government of Canada’s renewed multi-year expansion of SecuSUITE, signed March 31, 2026, positions BlackBerry for sovereign-technology exports and government trust globally. Canada signing publicly signals to allied governments that this is approved, audited, trusted infrastructure — it functions as a reference sale. AtHoc is the overlooked crown jewel in the portfolio. The U.S. Department of Homeland Security uses BlackBerry AtHoc as a department-wide communication and visibility solution across all employees and contractors, including “Super Enterprise” capabilities tailored to each DHS component. During a 2024 global IT outage, AtHoc customers sent millions of critical messages through multiple channels simultaneously when normal systems were down. That’s not replaceable with a commercial messaging app.
