The report further directly implicates the CEO, Dr Karabo Mbele, in serious governance failures and gross misconduct, including:
1. interference in funding adjudication processes,
2. approval of funding before governance procedures were concluded,
3. authorisation of payments without supporting documentation and
4. failures in compliance and oversight obligations.
The findings also point to broader institutional decay that, if left unchecked, would continue to erode public trust and compromise the integrity of the entity.
I have therefore acted on the recommendations of the report and terminated the contract of employment of the CEO, Dr Karabo Mbele with immediate effect.
The report also makes serious findings against the Chief Financial Officer, Mr Oscar Maripane, including:
1. failures in financial governance,
2. procurement irregularities,
3. non-compliance with the PFMA and breakdowns in internal controls and statutory reporting obligations.
In light of these findings, Mr Maripane has been suspended with immediate effect pending the finalisation of an internal disciplinary process.
