It's a fledgling, i do not recognize the species exactly but most birds get fed by their parents for a few weeks after fledging while learning to fly and eat on their own

You are such a liar. The SPS began when Surrey citizens voted in favour of a mayor candidate campaigning on replacing the RCMP in Surrey. The replacement of the RCMP was unanimously voted in favour of the replacement by Surrey city council. The NDP had no thing to do with it
