Reality is most countries are functionally broke and cannot afford to host such large scale events. The U.S. literally has highscools with better infrastructure than elite clubs around the world hence they can easily afford these events. The U.S. is just insanely wealthy.

I have seen first hand how absurd things can get when you try to make big brains accountable to retarded politicians. When I was in grad school for Econ the two guys that had research appointments at the fed were by far the smartest with the exception being the econometrics guy who had a dual appointment in the computations research lab and worked with the pysicists. I remember when the board of regents came up with this idea to grade profs based on their teaching and a few of those physicists who had grants from NASA and NSF got Fs. They posted the grades on their doors with great pride and then the whole lab voted to send the econometrics guy to explain to the board of regents why their whole rubric was absurd because he was the econ guy. Their reaction was something along the lines of "we need to get these academic stars into the highscools to get kids excited about STEM", and "everyone is accountable to the sytem and that means being accountableto students by passing on knowledge".
