Office of Public Safety (OPS) – USAID / CIA cover program (1957-1974)
Origins
•Established 1957 under USAID, funded by the State Department’s Bureau of Security and Consular Affairs.
•CIA’s Technical Services Staff (TSS) ran the “Public Safety Advisory Division” out of the same Washington offices.
Iran Operation
•1958-1974: OPS trained, equipped, and financed the Imperial Iranian Gendarmerie and SAVAK (Sāzmān-e Ettelāʿāt va Amniyat-e Kešvar).
•Curriculum: counter-insurgency, riot control, interrogation techniques, surveillance photography, and torture instruction using CIA manuals (Project KUBARK Counter-intelligence Interrogation, 1963).
•Hardware: 60,000 tear-gas grenades, 8,000 batons, 4,000 riot helmets, 50 “portable interrogation kits”—steel shackles, field telephones for electric shock, and waterboards—shipped via U.S. military aid channel “MAP Grant 59-42.”

SAVAK torture & imprisonment – 1957-1979
Structure
•SAVAK (1957-1979) had four “counter-intelligence sections”; Section 3 (Interrogation) ran the Komiteh-ye Ettelāʿāt-e Shāh detention network:
– Evin Prison (Tehran) – “Section 209” basement cells.
– Qasr Prison (Tehran) – converted royal stables.
– Joint Interrogation Center (JIC) – basement of SAVAK HQ on Takht-e-Jamshid Avenue.
Documented torture methods taught by OPS/SAVAK courses
1Falanga – beating soles of feet with rubber hoses (KUBARK manual §12).
2Electric shock – field-telephone crank generators supplied under MAP Grant 59-42.
3Waterboarding – wooden slant-boards with water pitchers, described in CIA lesson plan “Course 304, Interrogation Aids.”
4Sleep deprivation & sensory isolation – “white room” cells built with U.S. acoustic tiles (invoice 1965, USAID file).
Numbers (Iranian Parliamentary Commission, 1979)
•3,164 political prisoners held in SAVAK facilities (1957-1979).
•320 confirmed deaths in custody attributed to torture; 98 bodies returned to families with “suicide” certificates.
•1,500 listed as “disappeared” (Amnesty International Report 1976).

•Iranian Revolutionary Court files (1979) – SAVAK interrogation logbooks seized from Evin, now held at Iran National Archives, Tehran.
