Important note: Last session, the legislature couldn't even pass a bill giving themselves the RIGHT to enter prisons (not requiring that anyone actually go, just giving them the right if they WANTED to go). This means the IDOC can decide who they want to let in & who to exclude.

Let’s call them what they are: #ShadowPrisons The term “civil commitment” is confusing. These laws are “civil” in name only. #ShadowPrisoners are locked away in explicitly punitive carceral setting, not “committed” to mental hospitals. & @APAPsychiatric says it’s not commitment

Civil commitment programs allow states to keep people convicted of sex offenses beyond their court ordered sentence. This kind of detention is unique to sex offenses and similar programs do not exist for other types of crime.
