Smart people, who can read, use the library as entertainment when the power is out. Libraries also have emergency generators so as to be able to heat beverages, offer heat or AC, etc. But, I see how you would not get that.

Close, but not quite accurate. The firearm must be trigger-locked, locked in a specific type of container or room, OR disabled by removing the bolt. Not two of those three things, just one.
