Call them nodes, councils, or just neighbors who care enough to act.
When enough of those stabilize, link them transparently, voluntarily, horizontally.
No hierarchies. No abstractions.
Just federated competence.
Capability is quiet sovereignty.
Resilience is mutual defense.
Truth is what still works when markets and headlines fail.
