Casting Fireball in a D&D setting requires you be at minimum a level 5 caster, in the right classes or subclasses to even take the spell once you can cast 3rd level spells. In just about every major non-homebrew setting, that is someone who has dedicated their life to magic to some extent. There is no way you can claim five levels of character growth in a game with a soft cap of twenty levels is some minor level of learning. Please, seek basic fucking understanding of the media you discuss before discussing it.
