Nothing against calls for greater Ghanaian ownership of natural resources, but we need to be careful not to damage the investment environment through policy uncertainty. There is no doubt about the technical capacity of Ghanaian companies to manage natural resource extraction. Capital has always been the bigger challenge. We have all seen the continuous decline in oil production from the peak in 2019. Production was projected to reach about 400,000 barrels per day by 2023, but that never materialized. Output in 2025 was just over 100,000 barrels per day. One of the major reasons has been underinvestment in the upstream sector. Policy uncertainty, including actions such as forced unitization aimed at promoting indigenous participation, contributed to that outcome. The reality is that the country still needs foreign capital to develop its natural resources. We should learn from what happened in the oil and gas sector so that the same mistakes are not repeated in gold and other mineral resources.
