Of course, most breaches are never recorded. Complainant gives up on IPSO's endless process? No breach. Complainant is worn down and accepts mediated outcome? No breach. The subject of a story doesn't complain because, reasonably, they have no confidence in IPSO? No breach. The IPSO system is such a stitch up - set up and controlled by the press, to dodge any genuine accountability - these figures are virtually meaningless.
