Between January and April 2026, we documented a sharp escalation of arbitrary arrests, torture, and ill-treatment in Dekai, Yahukimo Regency, #WestPapua. Joint security forces – including the Indonesian Marine Corps (TNI-AL), the Cartenz Peace Operation Task Force, the Habema Task Force, and the Yahukimo District Police – are alleged to have detained dozens of indigenous Papuans without warrant, among them students, activists, gold panners, women, and children as young as 14.

Jakarta continues blocking humanitarian access despite TPNPB offering to guarantee access for neutral organisations under ICRC supervision. On 10 May 2026, security forces shot dead Papuan high school student Nopison Tebai, 21, in Dogiyai District, #WestPapua. Nopison was killed near a football pitch whilst residents attended church. Community members and school records confirm his civilian status, disputing police claims of armed group affiliation. On 7-8 May 2026, a military operation in Tembagapura, Mimika Regency, #WestPapua, killed 17-year-old Papuan Nalince Wamang and injured six civilians, including a one-year-old toddler. An estimated thousand civilians fled towards Kimbeli and Timika. Police shot seven Papuan civilians, mostly senior high school students, during a graduation parade in Kobakma on 5 May 2026. Police attempted to stop students over Morning Star symbols on uniforms, a common graduation tradition across #WestPapua. Police fired live rounds and tear gas. At least six indigenous Papuans were shot dead and two injured by joint security forces in Dogiyai Regency, #WestPapua on 31 March and 1 April 2026, following the killing of a police officer. Between January and March 2026, Indonesian military operations in Puncak Regency #WestPapua involved drone-dropped explosives, mortars, and shootings directed at civilian villages and IDP settlements. On 8 February, grenades were allegedly dropped on civilian areas during Sunday worship services. Internet access was deliberately cut off during attacks to prevent civilians from reporting.
