I don’t always agree with him, but I think @jesusfalcis will be missed by many of us in the legal profession as he serves his suspension. I know him as a fierce advocate, and I hope he will continue with his political advocacies. I look forward to the day that he is allowed to practice again because he also does a lot of good as a public interest lawyer.

Quorum is declared based on the ability of the Senate to have coercive jurisdiction over its members (Avelino v. Cuenco). Since 1 member is presently in detention and the other is a fugitive, the number for purposes of quorum ought to be 22, which means 12 is the majority (50% 1). What is clear, whatever permutation it may be, Alan Peter is an illegitimate president as he does not have the majority in any kind of computation.

The shameless and disgraceful Alan Peter Cayetano continues to drag down the Senate as an institution, despite the fact that he CLEARLY no longer has the support of the majority. This menace only thinks of his selfish interests, and he lies through his teeth every single time while he quotes the bible and uses the name of God in vain. Blasphemy is his hourly ritual. They are comparing the Senate Resolution introduced before to allow Senator De Lima to join Senate sessions online with the "Dela Rosa Amendment." The circumstances then were different: there was a pandemic, and Senate sessions and deliberations were really done online. In any event, both the Senate and the trial court rejected it, so there is no reason for it to change now. More importantly, the cases against former Senator De Lima were fabrications—evidence were based solely on testimonies of convicted criminals. The evidence against Dela Rosa are real: among others, bodies of thousands of those who were murdered under the brutal war on drugs he orchestrated and implemented. Stop comparing the case of Dela Rosa and De Lima. They are not apples to apples. One is a human rights hero, the other is a murderer.

Everytime that the majority in the Senate would like to pass anything dirty in the plenary, the minority can walk-out, and automatically, walang quorum, kasi 12 lang sila! Such a thin majority.
